Professor Tony Bovaird

Professor of Public Management and Policy, TSRC, University of Birmingham

Tony Bovaird is leading the TSRC Service Delivery stream, which is currently undertaking a scoping study of how the third sector contributes to and is affected by its service delivery functions. As a member of the Institute of Local Government Studies (INLOGOV) and the Centre for Public Service Partnerships within the University of Birmingham, he brings expertise and networks from these centres to TSRC.

Tony is currently leading the TSRC contribution into a major three-year evaluation of the ChangeUp programme, commissioned by Capacitybuilders, working in a consortium with BMG, Guidestar and Sustain. Tony has also recently undertaken a short study (with the Centre for Enterprise and Economic Development Research at Middlesex University) in the lessons for the third sector from capacity building approaches in the public and private sectors. He is currently working with a number of public and third sector agencies on radical new configurations of the English public services system to achieve better use of resources, more democratic decision-making and improved local governance.

Experience
Tony worked in the UK Civil Service (DoE), Birmingham University (IEBS and INLOGOV), Aston Business School and Bristol Business School (UWE) before moving to back to the University of Birmingham in 2006. His research interests cover strategic management and marketing of public and third sector services, performance measurement in public and third sector agencies, policy evaluation and the assessment of public governance initiatives.

He has undertaken research projects for ESRC, the European Commission, UK government departments, the Local Government Improvement and Development Agency, the Audit Commission, NAO, and many other public bodies in the UK and internationally. In 2008 he led the UK contribution to a major research project for the EU Presidency into user and community co-production of public services in five EU member states, including the UK. He recently led a series of evaluation case studies of the Civil Service Reform Program, commissioned by the Cabinet Office.
